Eligibility varies by local authority, but most applicants will need to show that their home is energy inefficient and that their household meets certain income or vulnerability criteria. Some areas also support residents who don’t receive benefits but meet local income thresholds.

Funding is based on two main factors:

Property Eligibility
- EPC rating requirements and other qualifying factors (homes rated A, B, or C are not eligible).
You may qualify for the warm homes local grant if the following apply:
- You live in England (WHLG is an England-only scheme).
- Your home has an EPC rating of D, E, F or G (EPC A–C excluded).
- You meet one of the household eligibility routes: postcode deprivation band (low-income areas), receipt of a means-tested benefit, or household income below the published threshold (for example, £36,000 combined — local verification required). Self-declaration is not accepted; local authority checks will be used and evidence to support eligibility will be required.

To access funding, your property must meet certain criteria. As part of the registration process, you’ll complete a Property Declaration to help us determine the right funding pathway for you.

Energy Rating
Your property must have a lower Energy Performance Certificate (EPC) rating to qualify. Homes rated D, E, F, G, or those without an EPC, are eligible. Properties rated A, B, or C are not eligible through this platform.
Property Status
We’ll need to confirm ownership and check whether the property has received funding before. All properties must be owner-occupied or tenanted, and you’ll be asked for signatures and supporting documents to verify this.
Property Condition
The property must be in safe, accessible condition for assessment and installation work. We understand every situation is different—just be open with us, and we’ll do our best to work around any challenges.
Property Classification
Listed buildings and properties in conservation areas may require extra permissions from your local authority. These are the applicant’s responsibility and follow a separate application route.

The Warm Homes Plan helps tenants in low-income or high-cost homes get major energy-saving upgrades for free. If your rented home is EPC D–G, you may qualify through postcode, benefits, or income under £36,000. Upgrades can include insulation, glazing, solar panels, and modern low-carbon heating, all delivered by certified installers at no cost to you.

Upgrades include insulation, glazing, solar PV, battery storage, and low-carbon heating such as heat pumps.
